The Payroll Manager is responsible for the customer-focused, efficient delivery of payroll services, payroll tax administration, and ensures the timely, accurate and compliant delivery of payroll processing and provides accounting and reporting support. The incumbent must proactively troubleshoot and develop solutions to further efforts toward continuous process improvements and internal controls. This individual must provide hands on execution, liaise between internal teams, external partners, and third-party vendors, and develop team members in order to optimize operational excellence.

This role provides leadership and oversight for the Payroll Operations team that supports two distinct entities. The role manages the implementation and operational workflow of administrative procedures as related to Pay, Tax, and Time and evaluates compensation policies and practices to ensure they are accurate and comply with internal policies and practices and multi-state and federal law. The position also manages the functional aspects of supporting systems and solutions. The Payroll Manager is the subject matter expert for all payroll matters, providing expertise on complex issues.


  • Manages and supports the Payroll Operations team ensuring compliance, productivity, confidentiality, and efficiency
  • Develops payroll operational strategy and plan in collaboration with the Director, HR Operations and defines payroll system requirements through partnership with key stakeholders including HR, Finance, IT, etc. Develops proposals for new system implementation, system improvements or process improvement opportunities
  • Accountable for the entire payroll process from start to finish. Responsible for timely and accurate processing, delivery and reconciliation of payroll. Directs and oversees the team’s production of bi-monthly, monthly and special payroll runs
  • Oversees and participates in pre and post payroll auditing procedures and troubleshoots issues and implements corrective actions that eliminate the root cause of issues
  • Ensures compliance with all relevant reporting standards including taxes, tax filings, garnishments, and interfaces
  • Build relationships and collaborates with customers and HR partners, and facilitates a customer-centered approach to resolve issues, determine service level agreements, and drive processes
  • Creates, reviews, and maintains reliability and validity of department SOPs/manuals for HRIS/payroll systems and all payroll related procedures, policies, records, processes, protocols, and standard business practices to ensure consistency in operations and maintain workflows across teams
  • Evaluates compensation practices to ensure compliance with federal, state and local wage and hours laws, with a concentration in interpretation of regulations pertaining to IRS, SSA, FLSA, EEO, and ERISA
  • Consults with partnering teams to recommend, implement process changes as needed and provide payroll counsel to leadership partners
  • Oversees tax and regulatory reporting, quarter end and year end payroll activities including the production and distribution of all employee tax statement and notifications as required by federal, state and local laws
  • Responsible for timely and proper state/local applications, registrations, taxability, and technical set up of new jurisdictions
  • Manages the relationship with HRIS and all interfaces into and out of applications in support of the payroll operation including system implementations and upgrades
  • Assists in the resolution of complex and escalated payroll issues and situations; may work with leadership to make final determination on these issues
  • Establishes and maintains internal controls and participates in periodic control audits by internal and external partners
  • Collaborates with account and finance teams on allocations and general ledger needs and discrepancies, including reconciliation and periodic reporting requirements. Ensures proper accruals and accounting are administered for known payroll impacts.
  • Participates in various projects and initiatives as business lead, subject matter expert of key stakeholder
  • Lead and mentor a team of payroll specialists - coach, teach, guide, motivate and inspire the team, set goals, assign projects, and ensuring deadlines are met
  • Perform other duties as assigned


  • Bachelor’s Degree specializing in HR, Business or related field, OR equivalent work experience in human resources/payroll within a business environment
  • 10+ years’ experience in managing payroll, including multi-state payroll
  • 5+ years of people management experience, managing and prioritizing day-to-day work and coaching and developing payroll skills
  • 5+ years of payroll auditing experience
  • Self-starter with ability to adapt to changing business needs
  • Exceptional communications skills and ability to influence
  • Ability to work effectively across all levels and layers of the organization
  • Ability to use discretion in dealing with highly confidential and sensitive information
  • Ability to meet strict deadlines and work under pressure
  • Excellent interpersonal skills, positive attitude, flexibility, and a willingness to learn new things
  • Expert user skills with time and payroll systems, preferably PeopleSoft, Workday and Kronos
  • Experience working with ADP for payroll taxes preferred
  • Strong customer focus with a proven ability to deliver an optimal customer experience
  • Strong understanding of Payroll systems including database design, structure, processes and data integrity concepts
  • Detail oriented, solid time management skills, ability to prioritize assignments in a dynamic work environment, proficient computer, organizational, research, analytical and problem-solving skills
  • Expertise in federal and state payroll, wage and hour regulations
  • Ability to use complex query and report writing tools
  • Experience with payroll/financial reporting
  • Advanced Excel level, proficient with all Office applications
  • Certified Payroll Professional (CPP) preferred
