Under the general direction of the VP, Research Administration & Faculty Affairs, Research Administration and Faculty Affairs (RAFA), the Conflict of Interest Manager has responsibility for the day-to-day management and support of all aspects of the Fred Hutch Conflict of Interest Review Committee (COIRC) activities.  As a member of the RAFA core team, the COI Manager serves as a COI subject matter expert and advisor to the Fred Hutch community, collaborating with key Hutch stakeholders to cultivate a positive institutional culture of compliance. The COI Manager ensures that a high level of service to and partnership with the Fred Hutch research community is achieved and consistently maintained.

Responsibilities

  • Oversee and coordinate all operational aspects of the COIRC activities related to annual and ongoing COI disclosure and reporting processes for Fred Hutch Faculty and Scientific Staff, including providing committee support for scheduling, correspondence and communications, collection, analysis and summary of COI case materials, meeting minutes, development and monitoring of Conflict Management Plans (CMP)
  • On behalf of Fred Hutch, and within delegated authority, perform COI compliance reviews in collaboration with constituent divisions, departments, and external partners. Identify relevant documentation and information necessary to complete COI reviews, and coordinate with Fred Hutch stakeholders to collect appropriate information. Conduct analysis and prepare comprehensive case summaries for COIRC review
  • Provide content expertise and infrastructure support to COIRC. Provide support to Committee for review and analysis of COI case materials.  Coordinate all communications and collection of materials for committee review.  Attend COIRC meetings, present analysis and summary for COI review cases, and draft management plans based on committee recommendations.  Communicate with stakeholders regarding plan decisions and monitoring requirements
  • Coordinate with the COIRC, the Vice President RAFA, the Senior Vice Presidents/Division Directors, and/or Deputy Directors to develop and implement conflict management plans. Oversee ongoing monitoring to ensure compliance with conflict management plans as required
  • Submit required external reports and serve as a liaison with extramural sponsors, collaborators and regulatory oversight agencies as necessary
  • Serve as an expert resource and advisor to RAFA staff, leadership and the Fred Hutch community regarding the interpretation and application of Fred Hutch COI policies and procedures, and external laws, regulations and policies related to COI issues
  • Develop and implement new or revised COI policies, procedures and guidelines as directed by the Research Administration Manager, or Vice President, RAFA
  • Advise RAFA personnel and leadership of critical and/or sensitive issues related to COI administration
  • Represent RAFA at institution-wide meetings and teleconferences and attend professional meetings and conferences of relevant research administration and compliance societies and associations
  • Support the Research Administration Manager and Vice President RAFA with the performance of other duties, as requested, including the coordination of additional policies & procedures related to research integrity and faculty affairs
  • Special projects as assigned

Qualifications

  • Bachelor's Degree preferred
  • 5 years of related experience in an academic or industry research environment; additional years of related experience may be considered in lieu of degree.
  • General working knowledge of external regulations, laws and sponsor policies related to other areas of research administration including federal, non-profit and industry sponsored projects
  • Ability to function successfully both independently and as an effective part of a leadership team within a collaborative and complex environment
  • Expert knowledge of regulations, laws, and internal and external policies related to COI administration, including but not limited to the Code of Federal Regulations (CFR); 2021 National Defense Authorization Act (NDAA); Federal Acquisition Regulations (FAR); Uniform Guidance (UG); Public Health Service (PHS) and sponsor specific requirements
  • Experience researching, interpreting, or implementing applicable regulations, policies, and guidelines related to research compliance, preferably in the areas of financial conflicts of interests, responsible conduct of research, and human subjects research.
  • Ability to work in a fast-paced, time-sensitive, deadline-driven environment.
  • Excellent interpersonal and communication skills and demonstrated ability to balance tact, diplomacy and assertiveness. Ability to handle highly confidential matters in a discreet manner.
  • Strong writing and editing skills, including the ability to write and format professional correspondence and reports.
  • Excellent organizational skills and ability to prioritize multiple responsibilities and deadlines with minimal supervision.
  • Program management experience preferred
  • Previous experience managing others is ideal
