Reporting to the Senior Operations Director, the Research Administration Manager II, an essential part of the Stem Cell and Gene Therapy Program and of the Clinical Research Division (CRD) Administrative team, will work under the direction of the Program Head. Investigators within the Stem Cell & Gene Therapy Program conduct research using large and small vertebrate animals and infectious agents, as well as clinical trials requiring GMP, FDA and IND compliance. Responsibilities of the Research Administration Manager II will include management and oversight for program finance and administration, grants and contracts, and regulatory compliance, as well as compliance with Center policies and procedures. The Manager also plays an important role in staff recruitment, training and performance management.

Responsibilities

  • Manage grants, contracts and research agreements awarded by a variety of funders including federal agencies, private foundations and commercial enterprises
  • Ensure compliance with sponsor-specific reporting requirements, including tracking deadlines for progress reports, quarterly/annual financial reports and project closeouts
  • Establish and monitor budgets and spending, ensuring compliance with regulations/guidelines
  • Proactively communicating about issues or concerns that may impact successful completion of the research
  • Preparing regular, relevant and timely reports for PIs and the CRD regarding spending, staffing, and future projections
  • Monitoring program employees’ effort and salary allocation; assisting PIs with monthly effort reporting
  • Coordinating the preparation of new and renewal grant applications, reviewing application guidelines, communicating requirements to the PIs, and facilitating submission together with relevant departments in Fred Hutch administration
  • Serving as a liaison with administrative departments within Fred Hutch and at collaborating institutions, including the University of Washington
  • Partnering with the University of Washington and other organizations on collaborative proposals, reporting, and budget management
  • Assisting Human Resources by providing documents for annual merit & performance evaluations, employee on- and off-boarding and international work visas when required
  • Preparing administrative documents and ensuring regulations are followed for Human Subjects, Vertebrate Animals, and Hazardous Materials research
  • Assisting laboratory personnel as needed with purchasing, shared resources access, and training requirements
  • Performing other administrative tasks needed to ensure an efficient and orderly research operation

Qualifications

Required:

  • Bachelor’s degree in Accounting, Finance, Public Administration, or related field
  • Five years in pre-award and post-award grant and contract management
  • Experience with industry sponsored contracts
  • Knowledge of relevant regulatory requirements affecting sponsored research, and ability to apply this knowledge
  • At least three years of management experience with direct reports and conducting performance appraisals
  • Effective and professional oral and written communication skills, with the ability to tailor communications to specific audiences
  • Ability to navigate complex internal systems and departments while exercising sound judgement and discretion
  • Proficient with complex budget development and use of reporting tools
  • Proficient in fiscal and budgetary management
  • Advanced skills in Word, Adobe Acrobat Pro, and Outlook
  • Advanced skills in Excel including familiarity with pivot tables
  • Excellent time management and prioritization skills, with the ability to effectively manage multiple and competing demands
  • Demonstrated ability to function independently while exercising skill and informed professional judgment
  • Highly organized and detail oriented
  • Demonstrated ability to work successfully as part of a diverse team
  • Excellent written and oral communication skills and the ability to communicate effectively with personnel in a variety of roles

Preferred:

  • Master’s degree
  • Seven years of progressive experience in administration and grant and contraction administration
  • The ability to work independently, soliciting direction or assistance from the Program Head as required
  • Experience with contract negotiation
  • Experience reviewing IRB and IACUC administrative documents
  • Experience working in a research organization, a university/medical school setting, or other complex non-profit organization
