Overview

The Hutchinson Centre Research Institute of South Africa (HCRISA), a non-profit subsidiary of U.S.-based Fred Hutch, was incorporated in March 2012. HCRISA employs South Africa-based staff carrying out the programs of Fred Hutch and the HIV Vaccine Trials Network (HVTN). HCRISA has two locations in South Africa: the Cape Town HVTN Immunology Laboratory (CHIL) and a smaller group located in Johannesburg that is utilized by a team frequently traveling to offsite clinics.

 

HCRISA is looking to hire a Human Resources Practitioner to provide general human resources support to a small dynamic and physically dispersed organization that is rapidly growing. Expertise in multiple HR areas and access to a network of HR professionals is required. This position will be based in either Cape Town or Johannesburg with travel to between the two locations 2-3 times per month. The Practitioner will report directly to the Laboratory Director in Cape Town and liaise closely with the Seattle-based HR team and Program staff.

Responsibilities

Employee Relations & HR Policies:

  • Act as main point of contact for all employee relations issues in South Africa.
  • In collaboration with Fred Hutch HR and Program staff, develop, implement, and maintain HR policies/practices that align with local employment laws and ensure communication to all relevant parties.
  • Conduct review of organization policies as they relate to Employment Equity goals and guide Employment Equity meetings and trainings.
  • Report on HR-related activities as required by law.
  • Provide counselling, guidance and coaching for employees, helping them handle difficulties and diffusing situations and respond to employee concerns.
  • Work closely with Fred Hutch staff in the U.S., communicating by email and conducting teleconferences outside of normal business hours to accommodate the time zone differences.

 

Compensation, Leave & Benefits:

  • Manage monthly time reporting and leave for all employees.
  • Communicate with outsourced payroll provider and ensure payroll is performed and documented accurately.
  • Manage benefits administration and oversight for medical aid, life insurance, and retirement fund contributions by studying and assessing benefit needs and trends, recommending benefit programs to management, and designing and conducting educational activities on benefit programs.
  • Conduct compensation review processes in conjunction with Seattle-based staff.

 

Immigration:

Facilitate immigration/visa applications for foreign nationals in conjunction with local immigration lawyers

  • Manage expatriate visas and work permits to ensure they are kept current and in compliance with South African regulations.

 

Performance Management:

  • Manage annual performance evaluation process for HCRISA employees.
  • Regularly align with management to handle potential performance issues.
  • Manage performance improvement processes for all staff, ensuring legal compliance.
  • Provide advice and training to HCRISA employees and supervisors on performance management-related issues.

 

Recruitment

  • Work with hiring manager and others as needed to develop recruitment materials and recruitment strategy.
  • Work with Fred Hutch HR staff to post open positions, schedule and conduct interviews, oversee job offers and timely hiring, on-boarding, orientation, and employee contract management.
  • Manage employee exits ensuring legal compliance, exit interviews and any transitions.

 

Training:

  • Work with the local Directors and Program staff to evaluate and implement new staff orientation, career development plans and other staff trainings.

 

Personnel Files

  • In collaboration with Fred Hutch HR and Program staff, maintain historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Support regular review and standardization of job descriptions and positions within the organization.

 

Other duties as assigned

Qualifications

  • Bachelor's Degree in Human Resources Management/Psychology or Business related discipline or an equivalent combination of education, training and experience is required.
  • Ability to travel between Cape Town and Johannesburg 2-3 times per month.
  • Comprehensive knowledge of all functional areas of Human Resources typically gained through at least 5-8 years of HR experience.
  • Experience in an academic, non-profit or health-related environment is highly desirable.
  • Demonstrated experience acting as a trusted advisor to management regarding HR issues such as performance, employee relations, organization, morale, legal compliance etc.
  • Excellent client relationship management skills.
  • Demonstrated experience resolving complex employee relations issues with sound business judgment, who manages processes to completion/drives to closure.
  • Comprehensive knowledge of South African employment legislation and practical application of employment policies to meet South African requirements.
  • Ability to interact with employees (at all levels) in a fast paced environment, under pressure, remaining flexible, proactive, resourceful and efficient, with the highest levels of professionalism.
  • Strong customer orientation and interpersonal skills.
